AI agents are producing real economic value. The question is no longer whether jobs will be displaced — it’s who captures the gains. Alex Bores’ AI Dividend proposal, the unusual coalition behind it, and why 2026 may be the year the policy window opens.

1. Agent labor is now economically material. By mid-2026, AI agents handle an estimated 12–18% of global knowledge work tasks — equivalent to tens of millions of full-time roles. The GDP contribution is real. The ownership structure isn’t settled.
2. The AI Dividend is gaining bipartisan traction. New York Assemblymember Alex Bores’ proposal: tax AI-generated productivity gains and distribute proceeds as a per-capita dividend. The coalition is strange — UBI advocates, YC-backed founders, and some labor unions are aligned for different reasons.
3. Three competing dividend models are on the table. Robot tax (per-displacement levy), productivity dividend (share of AI-generated GDP growth), and sovereign AI fund (state-owned equity in frontier AI companies). Each has a different beneficiary, different mechanics, and different political feasibility.
4. Regulatory momentum is real but slow. California SB-1047 successor bills are moving. EU AI Liability Directive includes labor displacement clauses. The UK’s “Compute Levy” proposal (1% of AI revenue to a national workforce fund) has cross-party support. None pass in 2026 — but all shape what passes in 2027–2028.
5. The counter-argument has teeth. Displacement rates are hard to measure. Tax-on-productivity has perverse disincentives. Most economists who study automation argue wage growth — not redistribution — is the correct mechanism. The debate isn’t settled, and the practitioners in this newsletter need to know both sides.

The Economic Case: Who Owns Agent Labor?

The Ownership Question. When a human worker produces $100,000 of economic value, they capture roughly $55–65K in wages. Taxes fund public goods. The surplus flows to shareholders. This arrangement took 150 years of labor law, collective bargaining, and political negotiation to reach.

When an AI agent produces $100,000 of economic value, the worker whose role it replaced captures nothing. The company captures most of it. The model provider captures the infrastructure margin. The person who was displaced is not in the equation — unless policy intervenes.

The scale matters. McKinsey Global Institute estimates AI automation could displace 75–375 million workers globally by 2030. The lower bound is larger than the entire US labor force. Even at 10% displacement, the concentration of productivity gains in AI-owning capital becomes a structural economic problem — not just a human story.

The wealth concentration question is not abstract: the top 1% already own ~54% of US equities. AI productivity gains flow primarily to shareholders. If agent labor doubles productivity without changing ownership structure, that ratio gets worse, not better.

The Bores Proposal in Detail. New York Assemblymember Alex Bores introduced legislation in early 2026 that would create an “AI Productivity Dividend” funded by a 1.5% levy on revenue from AI-automated services above $10M annually. Revenue flows to a state dividend fund; distributed equally to all adult residents. Year-1 estimate: $340–$680/resident based on projected in-scope revenue.

The bill doesn’t define “AI-automated services” cleanly — a deliberate choice to avoid gaming. It relies on IRS Schedule C reclassification and self-reporting, with audit rights. Critics call this unworkable. Proponents call it a starting point.

Why the unusual coalition: UBI advocates see it as proof-of-concept for unconditional income. Libertarian technologists see it as preferable to more aggressive regulation. Some large AI companies see it as regulatory cheap — pay a small tax, avoid liability frameworks. Labor unions see it as insufficient but better than nothing. This is what rare policy windows look like.

Case Study 1 — Alaska Permanent Fund

The Working UBI Model: 45 Years, $72B Fund, $1,702 Average Annual Dividend

Since 1982, Alaska has distributed a share of oil revenues to every resident as the Alaska Permanent Fund Dividend. 2024 payout: $1,702/resident. No means-testing, no work requirements. The program has reduced poverty, maintained political support across administrations, and consistently achieves >95% utilization rate. AI dividend proponents cite it as proof of concept — replace “oil revenues” with “AI productivity levy” and the mechanics are identical. Critics note Alaska’s model works because oil is a natural resource with clear public ownership claims — a distinction AI doesn’t have.

Case Study 2 — Stockton SEED Program

UBI Pilot: Full-Time Employment Rose 28% vs. 25% in Control Group

Stockton, CA’s 2019–2021 Guaranteed Income pilot gave 125 residents $500/month unconditionally. Results: full-time employment rose from 28% to 40% in recipient group vs. 25% to 37% in control (both rose — pandemic recovery context). Mental health improvements were measurable. Recipients used funds on food (37%), merchandise (22%), utilities (11%). The “people will stop working” argument didn’t manifest. Limitations: small sample, short duration, no AI displacement context. Still the most-cited pilot for AI dividend advocates.

Case Study 3 — OpenAI / Worldcoin / Altman Vision

When Frontier AI Builders Are AI Dividend Advocates

Sam Altman has publicly supported UBI for years. Worldcoin (now World Network) is his bet on the infrastructure layer: biometric identity → universal basic income distribution. The thesis: if AGI displaces most labor, you need verified unique-person identity to distribute dividends, and you need a payment rail that can reach everyone. As of Q1 2026, World has 10M+ verified users in 160+ countries. The political read: when the person building the displacement engine is also funding the dividend infrastructure, the policy question has officially moved from “fringe UBI debate” to “mainstream contingency planning.”

Counter-Arguments

Why AI Dividend Skeptics Are Not Wrong

Attribution is nearly impossible. How much of a software engineer’s productivity gain is AI vs. better tooling vs. improved processes vs. team experience? Robot tax requires measuring displacement per role per company. Every operational definition is gameable. South Korea introduced a robot tax in 2017 and it failed to collect anything material because automation was defined too narrowly to capture software.
Historical automation didn’t require redistribution to work out. The industrial revolution, electrification, and computerization all displaced massive numbers of workers. In each case, productivity gains eventually raised wages across the board through market mechanisms — albeit with decades of painful transition. Economists like Daron Acemoglu argue this time may be different because AI displaces cognitive work with fewer complementary job creations — but the evidence is still accumulating.
Taxing productivity has perverse incentives. If you levy automation, you disincentivize the productivity growth that generates the tax base. The more successful your policy, the less revenue it generates. This is the fundamental design problem with any productivity-linked redistribution mechanism.
Dividend amounts are insufficient without systemic reform. $500–$2,000/year does not replace a $60,000 salary. AI dividends in their current formulations are supplements, not substitutes. Advocates who describe them as a solution to AI displacement are overpromising — and creating a political narrative that delays harder structural reforms around education, reskilling, and wage policy.

Our read: The dividend debate is real and practitioners should understand it. But don’t mistake legislative momentum for near-term impact. The practical question for builders in 2026 is simpler: are you capturing productivity gains in a way that’s defensible to regulators, workforce partners, and public scrutiny? Because that question is coming whether or not any dividend bill passes.

Notable for what it doesn’t recommend: a robot tax. Reading between the lines: Anthropic is shaping the policy window to avoid the dividend model — which would apply directly to Claude API revenue.

May 6 — Klarna Q1 2026 Earnings: AI Cost Savings $62M, CSAT Flat vs. 2025 Low

Klarna reports $62M in AI-attributable cost savings in Q1 2026, up from $40M annualized in early 2025. CSAT stabilized at the 2025 trough — not recovered. The hybrid model (800+ agent equivalents + expanded human oversight) is holding economically but hasn’t restored the customer experience quality lost in the initial over-automation. This is the template others will follow: savings real, recovery partial.
